Remember safety!
When putting on events, you as organiser have the ultimate responsibility for there not being any danger to people's health, the environment, animals or others' property. This means being aware of the various dangers that can arise in connection with events, and working on prevention and restriction of the consequences when planning. This also means having emergency services for any incidences during implementation. The responsibility applies both to indoor and outdoor events.
Some general advice:
- Start a dialogue at an early stage with the authorities concerned when planning the event. They can provide support in the safety work and clarify the conditions.
- Plan the area/venue well as far as safety is concerned.
- Perform a risk analysis, i.e. identify dangers and draw up a plan of action to eliminate and/or minimise the consequences.
- Assess the staff and material safety resources and other safety measures required during implementation.
- Draw up an organisational plan including distribution of responsibility and a plan of action in case of any accidents.
- Review your own and suppliers' insurances for staff, visitors and property.
Compile the items in the checklist above to form an overall plan of action and notify the authorities concerned, your own staff and if necessary the health service.
There is a network of authorities in Malmö to facilitate collaboration. For major events, you as organiser may if necessary be invited to attend a consultation meeting to exchange information and to establish contact with the persons with whom you need direct contact.
The police issues permits for use of public venues and for certain types of indoor event. They assess public-order and safety considerations, and may require organisers to hire and pay for the prescribed security officers, set up special barriers and ensure satisfactory fire protection. The Streets and Parks Department assesses accessibility and urban-environment considerations, and if the event benefits the city it coordinates the official issues regarding public venues. Tel.: Customer Service 020-34 45 00, malmo.se/gator
The Environment Department assesses disturbances such as sound levels and finishing times. The assessments also include hygiene requirements such as number of toilets and waste management.
